I am directed by the Board of Trade to forward herewith, for the information of Viscount Milner, a copy of a letter which has been received from the Manager of the Hongkong & Shanghai Banking Corporation inquiring us to the position of their Branches in the Cast in connection with the Clearing Office Scheme for the settlement of pre-war debts contained in Article 296 of the Treaty of Peace with Germany, and I am to ask you to be good enough to move the Secretary of State to inform the Board what reply should be forwarded to the second question raised in the letter.
